Let's think about this for a second - the cost of building a new bridge is $5.2 billion that NYS doesn't have, and yet they are saying that the private money won't be used to pay for it? I think we need to read between the lines here. The fact is that constructing a new TZB most certainly will be a P3, it's just that Cuomo and the NYSDOT do not have to legally say that it will be.
The project is going to be paid for by the new NYS Works Infrastructure Fund, which in turn will leverage about $1 billion of public money with $14 billion from the private sector. Therefore, because the fund was created by NYS, Cuomo doesn't have to legally say that the TZB rpelacement project is a P3. The fund's board will be comprised of folks from the private sector, including (this is a rumor) Jamie Dimon from JPMorgan (you know, the guy who helped nearly bankruipt the country and then got $700 billion of our money for it?) Those private sector board members will be the ones who own the TZ Bridge, not us, the tax payers. They are also the ones who decided that a commuter rail line and bus line should be cut out of the project altogether. Seriously, this is a P3 and an end-around on the NYS legislature. View Comment
